The Guadalupe Neighborhood Association (GNA) announced today that it has filed a petition with the Texas Commission on Environmental Quality (TCEQ) which contains 192 signatures of area residents who are opposed to Highland Concrete Company’s proposal to build two concrete batch plants directly north of Guadalupe neighborhood.
Carlos Quirino, President of GNA, stated, “The people of Guadalupe Neighborhood stand united in their determination to keep our neighborhood a neighborhood and not, have it become an industrial park. We will present our case to TCEQ in Austin, if necessary. And, if Austin doesn’t agree with us, we’ll take our case to Court.”
Victor Hernandez, local attorney and former Lubbock City Councilman, was retained by GNA to oppose Highland’s efforts on behalf of GNA. Hernandez stated, “The road is long and arduous between TCEQ approval (which has not happened yet) and the building of a concrete batch plant. Many legal obstacles stand in the way of Highland Concrete Company’s proposal coming to fruition. 192 men, women, children walking hand in hand in opposition, is going to be quite a sight to see.”
